I'm going with Green Goblin too.
Unless Joker can get close enough to him to unleash a couple of his laughing fish before Gobby throws a pumpkin grenade, I think Norm would take his ass down.
Joker wins hands dowm. He's killed wayyy more people than goblin and is more insane. Besides you cant really say that goblins technology will beat the Joker hes used to fighting Batman for petes sake who has twice the technology than goblin and hes still given Batman a few beatins. Joker wins !!!!!!
