I'm going with Superman and Colossus. Superman is basically the leader of the JLA. He's superpowerful and he's worked with master tactican Batman many times over the years, so he has to have picked up some damn good things over the years, not to mention that he's alot smarter than people might think.
Colossus is in The X-Men and they train every fucking day in the danger room not to mention dealing with the regular catastrophies.
Hulk and Thing are powerful mofos, but I'm going with Supes and Col-Col based on leadership and/or tactician abilities.
