Doc Strange, unless the Flash decides to take him out first. Dr. Steve's powers are so open-ended that it's hard to imagine that he couldn't use some kind of time-altering power to negate flash's speed.
Agreed, Sir Tonight. Even if he had his cosmic treadmill, I think Stephen would take his ass down. If he didn't, Marc Bolan would turn in his grave.
