See, I don't know much about DC. I have never understood the Penguin. What does he do? I could be wrong but I'm going with Kingpin.
I'm going with Kingpin, because I think that, despite his weight, he's in pretty good shape. He's beat the shit out of Daredevil a couple of times.

Yeah. Check out "Born Again" by Frank Miller and David Mazzuchelli. It RULES.

This is a no brainer... Penguin wins. Why? Penguin has the backing of the entire f*in Justice League. That's right, you mess with Penguin, you mess with Batman, Robin, Superman, Superboy, Supergirl, and the list goes on. Like Penguin says, "I've got connections EVERYWHERE."
In a one on one fight though, Penguin gets torn into little shreds, despite being the more interesting villain.

DC just had a big "reboot." Before the recent reboot, Penguin had decided to become more legit. Rather than be a crazy gangster, he became more of a shady business man. His main role was actually an informant for Batman.
Post reboot he seems to be once again a villain. This time a very very scary one.
